Miami Township Trustees, October 20: Dayton Mall-Area Plan, Zoning Citations and 2026 Tax Rates Go to a Vote

Posted on November 5, 2026November 5, 2026 by Dayton Report

Written with the help of AI from the Miami Township Trustees agenda, Tuesday, October 20, 2026 and the meeting video.

What trustees took up

This recap is based on the meeting video and the agenda for the Miami Township Board of Trustees regular meeting on Tuesday, October 20, 2026, held at the Government Center, 2700 Lyons Road. The agenda did not include a list of legislation approved, and the agenda packet gave no dollar amounts, so this recap does not state outcomes. Trustees heard seven resolutions in new business, moved to adopt each one and took roll-call votes on the motions. The meeting adjourned at 6:13 p.m.

Why it matters: The Miami Crossing District Framework lays out actions for the Dayton Mall area that the township can start now or take later with partners such as the mall’s ownership.

The consent agenda, which covers routine items together in one vote, held the October 6 meeting minutes, purchase orders, and payroll and bills.

Road Department equipment (Resolution #120-2026)

The resolution would authorize the Township Administrator to buy equipment for the Road Department. A road department presenter described the item as a forestry attachment head. The department had planned to list it as a capital purchase in next year’s budget. In the meantime it would rent the attachment from a local vendor at about a quarter of what a new one would cost.

The presenter said the township has unencumbered money in its permissive funds, meaning money not yet committed to other uses. Staff asked the board to move the purchase up to this year.

Benefits agreement (Resolution #121-2026)

Resolution #121-2026 would authorize the Township Administrator to sign a business associate agreement with McGohan Brabender, the township’s health benefits management group, for HIPAA compliance. HIPAA is the federal law that protects health information. A staff presenter said the agreement covers the health information the firm manages and how it is protected. He said the firm formed a partnership this year with Higginbotham Benefits Management Group, and that the township’s legal team reviewed the agreement.

Zoning civil citations (Resolution #115-2026)

The resolution reauthorizes the township’s continued use of civil citations for zoning enforcement under limited home rule authority, and moves the civil citation procedures from Section 304 to Article 11.6 of the Miami Township Zoning Resolution. Civil citations are a way to enforce zoning rules without criminal charges. The community development presenter said the change is meant to keep the township in line with Ohio Revised Code rules on civil citation procedure and to make sure the move of the section was properly advertised. Trustees noted this was the second reading.

Miami Crossing District Framework (Resolution #122-2026)

The resolution would adopt the Miami Crossing District Framework, a master plan for the Dayton Mall area within the Miami Crossing JED boundaries. Township staff said they developed it with the consulting group Planning Next through outreach to the public, stakeholders, property owners and government entities. Because an earlier work session was not recorded, staff gave a shortened presentation for the public.

Staff said many of the plan’s steps will need partnerships with the private sector, including the mall’s ownership. The plan is built around the health of the mall and the level of intervention possible, and it is set up as a triggers-and-response format to prepare for different scenarios. It includes a future land use map with a core commercial area, a core mixed-use area and more traditional commercial space around them. It also contemplates access and connectivity improvements.

Actions are sorted into three groups: act now, which can begin regardless of what others do; act when ready, which depends on a partner; and larger transformational shifts the township can prepare for. The act-now group is divided into immediate, mid-term and long-term items.

Community Improvement Corporation appointment (Resolution #123-2026)

Resolution #123-2026 would appoint a member to the Miami Township Community Improvement Corporation board. The nominee is the director of the Dayton Montgomery Port Authority. The seat opened when the previous member changed positions within the county and asked to leave the board. Staff said the county’s director of economic development, who is required by charter to put forward the candidate, sent a nominating letter.

The community development presenter added that the department has been working with the Dayton Port to connect it with township developers and with benefits such as savings on hard construction costs and PACE financing.

Tax rates and budget amendments (Resolutions #124-2026 and #125-2026)

Resolution #124-2026 accepts the amounts and rates set by the county budget commission and authorizes the needed tax levies, certifying them to the county auditor. Staff said the Montgomery County Auditor gives the township a summary each year of property tax rates and collection amounts approved by the Budget Commission. The township uses it to project next year’s receipts. The rates assume a 95 percent collection rate, which staff said the township generally beats.

Resolution #125-2026 amends 2026 appropriations from the Road and Bridge Fund and the Gas Fund. The Road and Bridge Fund (fund 204) is asking for additional money for vehicle supplies. The Gas Fund (fund 203) is asking for more money for fuel expenses.

Public comment

No members of the public were present, so the board skipped public comment.

Department head and administrator announcements

The road department head said he sent trustees a five-year resurfacing plan that evening and welcomed feedback. He said leaf collection is expected to start at the beginning of November, with daily updates on the township website.

The Township Administrator said the deadline to enter the township’s Halloween decorating contest is Friday, October 23. Registration is open for the annual Veterans Breakfast on Tuesday, November 10. Details for both are on the township website.

The meeting transcript did not mention the date of the next meeting.
