What’s on the Clark County Board of Commissioners agenda for Nov. 4: $1.8 million in year-end fund transfers

Posted on November 4, 2026November 4, 2026 by Dayton Report

Written with the help of AI from the Clark County Board of Commissioners agenda, Wednesday, November 4, 2026.

$1.8 million in fourth-quarter transfers

The largest item is a set of transfers between county funds, which the agenda describes as fourth quarter budgeted transfers. Together they total $1,805,661.25. An inter-fund transfer moves money from one county account to another.

From the General Fund’s miscellaneous, insurance and pension account, $777,000 would go to 9-1-1 dispatching under the Sheriff, $662,000 to the General Bond Retirement fund, $197,500 to the Commissioners’ contingency fund and $50,000 to the Retirement Reserve Fund. Separately, $119,161.25 would move from the General Fund’s Poor Relief account to the Department of Job and Family Services administration fund.

Spangler Road safety project: $87,036 for right of way

Commissioners will be asked to accept a permanent highway easement for the CLA CR 335 Spangler Road Safety Improvements project, requested by the County Engineer. An easement is a legal right to use part of someone’s land, here for the road project. The agreement is with Jared P. and Amanda N. Minton of 3055 Spangler Road in Medway, and it covers parcels labeled 20A-SH and 20B-WD. The amount is $87,036, with the check to be issued to Wesbanco Bank.

Bridge project gets more time, no added cost

A change order with Ohio Bridge Corporation, doing business as U.S. Bridge of Cambridge, would move the completion date to June 25, 2027. The contract covers bridge work on Addison-New Carlisle Road (Bridge No. 1), South Pitchin Road (Bridge No. 1616) and North River Road (Bridge No. 1629). This change adds $0. The contract total stays at $1,437,395, up from the original $1,434,336 because of $3,059 in earlier changes. It is paid with local funds from the Motor Vehicle and Gas Tax (MVGT).

Flashing LED stop signs at two county-line intersections

Clark County would sign an agreement with the Champaign County commissioners to carry out a federally funded safety demonstration project. It would test how well flashing LED stop signs and related traffic control devices work at stop-controlled intersections. The locations are Middle Urbana Road at County Line Road and Upper Valley Pike at County Line Road. The agreement runs from Nov. 4, 2026, until the project is complete. The agenda lists no dollar amount.

Prosecutor’s office: case software and a victim-witness grant

The Prosecutor has requested a contract of up to $75,000 with SunDog Analytics, LLC of New Carlisle for further development of its case management system. It would run Oct. 19 through Dec. 31, 2026, and be paid from the Prosecutor’s General Fund. A separate transfer on the agenda would move $75,000 within the Prosecutor’s General Fund budget from salaries to contract services to pay independent contractors.

The Prosecutor also seeks to apply for and accept Ohio Attorney General grants for the Victim Witness Program, running Oct. 1, 2026, through Sept. 30, 2027. The grants are $45,908.99 from the federal Victims of Crime Act (VOCA) program and $5,935.35 from SVAA, for $51,844.34 combined. The VOCA grant requires an $11,477.25 cash match from the Prosecutor’s General Fund. Another transfer on the agenda of that same amount would cover the match.

Sheriff’s vehicle upfitting contract

The Sheriff’s Office has requested a contract with K.E. Rose Company of Huber Heights for vehicle upfitting, meaning outfitting vehicles with equipment. It is based on a proposal received through a Request for Proposals on Sept. 28, 2026. The amount is listed only as "see attached pricing schedule," which is not reproduced in the agenda text. It would be paid from Permanent Improvement funds and run Nov. 1, 2026, through Oct. 31, 2028, with up to three one-year renewals that each need Board approval.

Routine items

A transfer of $3,928 within the General Fund would give the Emergency Management Agency more money for supplies and miscellaneous purchases. Travel allowances totaling $1,737 are also on the agenda: $760 for a Commissioners’ office staff member to attend a winter conference in Lewis Center, $175 for five staff to attend an engineers and township meeting in Springfield, $250 for Clerk Angela Clos to attend a training in Westerville, and $552 for a Juvenile Court judge to attend a winter meeting in Columbus. The meeting also includes the usual approval of the agenda and of minutes from earlier meetings.

How to weigh in

The Board of Clark County Commissioners holds Regular Meeting No. 65 on Wednesday, Nov. 4, 2026, at 5:30 p.m. at 3130 East Main Street, Springfield. The agenda does not describe a public comment period or its rules. Residents with questions can call 937.521.2005 or email commission@clarkcountyohio.gov.
