What’s on the Washington Township Trustees agenda for November 2

Posted on November 2, 2026 by Dayton Report

118 homes proposed at 9424 Clyo Road (Zoning Case Z-25-2)

Trustees will hold the continuation of a public hearing on a request from Saddle Creek Land Company, LLC and MI Homes to build 118 single-family homes and related structures on 86 acres at 9424 Clyo Road. The agenda item report says the public comment portion of the hearing is closed, so the Board is to deliberate and vote.

The case is back before the Board because the Montgomery County Court of Common Pleas sent it back. According to the court order in the packet, Trustees denied the application on April 7, 2025. On January 27, 2026, the judge vacated that decision and ordered a new public hearing at which Trustees must follow the township’s zoning rules and state specific findings of fact, meaning written reasons tied to the evidence. The request is now being reviewed as a major modification, meaning a significant change to a development plan that was already approved, rather than as a rezoning.

The land is zoned Planned Development Residential and was approved in 2006 and 2007 as a senior independent living community with up to 332 units. The new plan splits the site in two: 35 homes in a northern section reached from East Spring Valley Pike, and 83 homes in a southern section with two entrances on Clyo Road. The staff report says the density is about 1.38 homes per acre, below the 1.75 per acre maximum for single-family planned developments. The applicant says up to 46.44 acres would remain open space and about 36.5 percent of the site would be developed.

The staff report, a draft dated September 15 and prepared for a September 21 hearing, says the submission does not provide enough information to show compliance with several required standards. It cites missing items including a development schedule, architectural drawings, a full grading and stormwater plan, and covenants or maintenance documents for shared areas. It also says staff cannot conclude the plan fits with surrounding land uses. The report notes the Zoning Commission earlier recommended approval of the prior request on a 3-2 vote on February 18, 2025. It lays out three possible motions for Trustees: approve with conditions, deny, or continue the case for more information. The agenda does not say which the Board will choose.

Landscaping business expansion at 2021 and 2109 E. Social Row Road (Z-26-10)

Alec Hengsteler of O’Heil Site Solutions, representing Holden Holdings, Inc., is asking for a first-stage planned development and rezoning to expand an existing landscaping business. The request includes multiple new commercial buildings and site improvements at 2021 and 2109 E. Social Row Road. A first-stage planned development is the initial approval of a general plan for a site, before detailed plans are reviewed. The agenda gives no further details.

Changes to a planned development at 0 Clyo Road (Z-26-16)

Steve Lisle of The Reinke Group, representing Migalo, Inc., is seeking a major modification to an already-approved planned development on 55.84 acres at 0 Clyo Road. The request would rearrange the lot pattern and street layout and reduce the development’s lot coverage. It would allow construction of 57 single-family homes, 17 quadplexes (buildings with four units each), 3 duplexes and related structures.

Zoning text changes postponed to November 16 (Z-26-20)

The scheduled hearing on Zoning Case Z-26-20, which concerns amendments to the text of the zoning resolution, has been cancelled. The agenda says it has been rescheduled for the Board of Trustees meeting on November 16, 2026.

Nuisance determination at 10181 Mallet Drive

Under nuisance determination abatement, Trustees will consider resolution R2026-097 for 10181 Mallet Drive, Parcel ID O67 28101 0004. A resolution is a formal vote of the Board. The agenda treats the item as routine, to be approved with one motion based on staff’s presentation. The property owner or any lienholder, meaning a party holding a legal claim on the property, may comment for Trustees to consider. Any Trustee can pull the item off the list for separate discussion.

Routine items on the consent agenda

The consent agenda is a group of items the Board considers routine and approves with a single motion. Any Trustee can remove an item for separate discussion, and removed items are taken up after the vote on the rest.

The finance items are three check registers, each described as certified and appropriated: a regular register dated November 2, 2026, for $686,034.17; a special register dated October 20, 2026, for $2,207.88; and a special register dated October 28, 2026, for $82,206.96. Together they total $770,449.01.

The other consent items are approval of the minutes of the October 19, 2026 pre-meeting and regular meeting, approval of the 2027 Board of Trustees meeting schedule, and permission for the Recreation department to go out to bid for construction of Countryside Park Phase III. The park work is part of Countryside Park Master Plan improvements planned for fiscal year 2027. The agenda lists no cost for the bid.

How to weigh in

The regular meeting begins at 6:30 p.m. on Monday, November 2, 2026, at the Washington Township Government Center, 8200 McEwen Road, Washington Township, Ohio 45458. A pre-meeting workshop starts at 4:30 p.m. and includes an executive session and a review of the agenda items. The workshop is listed for the Conference Room and the regular meeting for the Blair Meeting Room. The township’s phone number on the agenda is 937-433-0152. The agenda says all times are estimates and may be adjusted.

The agenda sets aside a Citizen Comments period, and each person who wishes to address the Board will have five minutes. For the Mallet Drive nuisance item, the property owner or lienholder may comment. Items marked informational get no formal action and no public discussion. For Z-25-2, the agenda report says public comment on that case is already closed.
