What’s on the Germantown City Council agenda for Nov. 2

Posted on November 2, 2026 by Dayton Report

Moratorium on adult-use cannabis operators

Resolution No. 26-58 would impose a moratorium of twenty-four months on adult-use cannabis operators within the City of Germantown. A moratorium is a temporary pause. The agenda lists it on the consent agenda, the group of items council passes with a single vote unless a member asks to pull one out for separate discussion. The agenda does not say what led to the resolution or give any other details.

Purchase of real property

Resolution No. 26-65 would approve the city’s purchase of real property at Parcel ID # D13 00104 0042. The agenda gives only the parcel number. It does not list a street address, a seller, a purchase price or the intended use of the land. This item is also on the consent agenda.

2027 budget and spending ordinances

Several ordinances are up for introduction, the first step before a law is passed. A public hearing on each is scheduled for December 7, 2026. An ordinance is a city law.

Ordinance No. 26-61 would adopt the 2027 city budget and Capital Improvement Program, the city’s plan for major projects and equipment. Ordinance No. 26-63 would make appropriations, meaning it sets aside money for current expenses and expenditures for the fiscal year ending December 31, 2027. The agenda does not list dollar totals for either one.

Finance Director Pat Shively is scheduled to give a budget review during the Manager’s Report.

Pay schedule and personnel manual

Ordinance No. 26-59 would replace Section 161.02, the pay schedule, of the administrative code of the city’s codified ordinances with an attached new pay schedule. Ordinance No. 26-60 would replace the city’s personnel manual, effective January 1, 2027. Both also have a public hearing set for December 7, 2026. The agenda does not include the pay figures or the manual’s contents.

Outdoor storage rules in the zoning code

Ordinance No. 26-64 would create Section 1130.03.2 (l) of the city’s Planning and Zoning Code, covering outdoor storage. A public hearing is scheduled for December 7, 2026. The agenda does not describe what the new rules would say.

Covered Bridge project update

Amy Schmidt of Fishbeck Engineering is scheduled to give an update on the Covered Bridge Project as part of the Manager’s Report. No costs or timeline are listed on the agenda.

Routine items

Resolution No. 26-62 would authorize the city manager to enter into a contract with Burkhardt Inc. for city engineer services and projects. The agenda lists no dollar amount. It is on the consent agenda.

Also on the consent agenda are minutes from the October 5, 2026 regular session and work session meetings (the regular session minutes appear twice on the agenda) and a motion to appoint a member to the JEDD Board. The agenda does not spell out the abbreviation.

Council will also recognize the winners of the CBC Coloring Contest. Other business includes excusing absent members and a work session. The agenda lists no public hearings for this meeting.

How to weigh in

Council meets Monday, November 2, 2026, at 7:00 p.m. in the Council Chambers at City Hall, One North Plum Street. The agenda includes a Citizen’s Forum, which is the point in the meeting set aside for residents to address council. It does not spell out the rules for speaking, such as time limits or sign-up.

Public hearings on Ordinance Nos. 26-59, 26-60, 26-61, 26-63 and 26-64 will be held December 7, 2026. Items on the consent agenda are voted on together without separate discussion unless a member asks for one to be removed and considered separately. The agenda asks attendees to turn off cell phones in the chambers. The city says it will make all public hearings and meetings accessible to all persons, in accordance with state and federal laws. The agenda is available on the city website, www.germantown.oh.us.
