What the trustees acted on
This recap is based on the approved minutes of the Miami Township Trustees meeting on Monday, November 2, 2026. Chairperson Moir called the meeting to order at 5:00 p.m., with Trustees Mucher and Askeland present.
Why it matters: If trustees adopt Resolution 2026-40 after its second reading and vote, full-time firefighter/EMS new hires and certain promotional candidates in the township would have to complete psychological evaluations.
Promotion: At Fire Chief James Cannell’s request, trustees approved the official promotion of Acting Lieutenant FF/Paramedic Cassady Brewer to Lieutenant, pending successful completion of all required hiring policies. The motion carried unanimously.
Psychological evaluations, first reading: Trustee Moir offered a first reading of Resolution 2026-40, which would amend the township personnel policies to require psychological evaluations for full-time firefighter/EMS new hires and certain promotional candidates. A resolution is a formal act of the board. The item was added to the agenda by unanimous vote. Trustees have two weeks until the next meeting to review suggestions before a second reading and vote.
Administrator start date: At the Fiscal Officer’s request, trustees amended the Township Administrator hire date for Bryan Lucas on Resolution 2026-37 to 11/1/26. Fiscal Officer Cyndi Pauwels said the change eases financial and bookkeeping records, such as the start of the pay period and benefits. Trustee Askeland moved, Trustee Moir seconded, and the motion carried unanimously.
Minutes: Trustees unanimously adopted the minutes of the October 5 and October 19, 2026 meetings as presented.

Fire and EMS report
Chief Cannell reported 1,128 calls year-to-date. Crews made two rescue extractions at John Bryan State Park, working with ODNR and the Cedarville Township Fire Department, and responded to one minor house fire. Residents sent thank-you notes about the house fire response and the John Bryan rescue. Crews also handed out Halloween candy in Yellow Springs and Clifton. Pump testing on Engine 82 and Tanker 82 was completed successfully, and hose testing is planned later this month.
Roads, cemetery and fiscal items
In Mr. Gochenouer’s absence, Trustee Moir shared his report of four burials at Glen Forest cemetery and said the Harbison Road project is nearing completion. Trustee Mucher reported the Glen Road overlay project is complete and was funded in part by a county grant.
Ms. Pauwels reported a payment listing of $69,944.36 for October 19-30, 2026. She said an engraving problem for the scattering garden at the cemetery was caught and corrected after two days of emails, calls and research. Her written report says 8 of the 10 entries had an error, such as a misspelled name, a wrong name or a wrong date. She also said the auditor’s Proof of Cash process is underway, with completion expected in the next couple of weeks.
She said OTARMA, the township’s insurer, may charge more to retroactively cover the 2023 Corn Pro trailer than the repairs cost. The trailer was damaged while on loan to Cedarville Township. Her report puts the damage at about $1,000. The driver involved will cover the repairs, and the trailer would be added to the policy going forward.
Other routine items
Trustee Askeland reminded personnel that the cybersecurity training is expected to be completed by December 24, 2026. Ms. Pauwels will attend an OTA cybersecurity budgeting training on November 10. She also shared a USDA building security survey, which Chief Cannell will need to help answer. Registration for the 2027 OTA conference opened November 2.
Mr. Lucas’s zoning report listed zero permits issued in October, no Board of Zoning Appeals meeting and nothing new on potential violations. The Zoning Commission meets later this week. He attended a Greene County Engineer training on noxious weeds for the Road Department.
Trustees agreed on topics for Mr. Lucas’s future cemetery reports (plot sales, burials, improvements, issues) and road reports (vehicle and equipment status, road improvements, issues). Ms. Pauwels said her meeting with Trustee Mucher to review Pontem software for a proposed upgrade had to be rescheduled, and she is working on answers to other trustee questions about the proposed new vendor.
The meeting adjourned at 5:32 p.m. The next meeting is scheduled for Monday, November 19, 2026, at 5 p.m.
