What’s on the Vandalia City Council agenda for November 2

Posted on November 2, 2026November 2, 2026 by Dayton Report

Written with the help of AI from the Vandalia City Council agenda, November 2, 2026.

Foxfire Section 9 performance bond

Council is asked to release a $119,470.46 performance bond for Section 9 of the Foxfire Subdivision. A performance bond is money a developer puts up to guarantee that required public improvements get built. According to the agenda, Development & Engineering Services staff have inspected and approved the final public improvement in that section, which was the last course of asphalt, placed in September 2026.

The release would depend on the developer posting a one-year maintenance bond of $11,947.05. A maintenance bond covers repairs if problems show up after the work is finished.

Sign variance at 165 N Dixie Drive

Council will review a request from Colby Harris of Advantage Plumbing, Heating & Air for several variances for a permanent freestanding sign at 165 N Dixie Drive (case BZA 26-0009). A variance is permission to depart from a zoning rule. The sign is in the Neighborhood Business (NB) District, and the request would exceed the maximum size and height and fall short of the minimum setback, the required distance from the property line. The rules in question are Section 1236.11 and Table 1236-2 of the city’s Zoning Code.

On October 14, 2026, the Board of Zoning Appeals voted 3-1 to recommend approval of the larger sign area, 3-1 to recommend approval of the greater height, and 4-0 to recommend approval of the reduced setback. The agenda says the recommendations come to Council in a memorandum from Mr. Sorice.

Three resolutions

Three resolutions, which are formal actions of Council, are listed. Resolution 26-R-54 would authorize the Division of Fire to adopt updated EMS billing rates. The agenda gives no figures for the new rates.

Resolution 26-R-55 would approve the dedication of right-of-way at 3310 Benchwood Road. Right-of-way is land set aside for public use, such as a road.

Resolution 26-R-56 would have the city join the Jefferson Health Plan to obtain large claim protection for health insurance coverage. The agenda does not give a cost for this item.

Executive session

Council has scheduled a closed-door executive session. The agenda gives two purposes: to review collective bargaining strategy, and to consider the employment or compensation of a public employee.

Routine items and notices

Council will vote on minutes from the September 8, 2026 Council Study Session and Council Meeting. It will also receive the Vandalia Arts Council meeting minutes from September 15, 2026. No dollar amounts are attached to these items.

In the City Manager’s report, City offices will be closed Wednesday, November 11, for Veterans Day. The VRC will be open normal hours.

Leaf collection continues until December, and the pick-up schedule is on the city’s website. Leaves must be raked into the street, and leaves left on the grass behind the curb will not be picked up. Where there are no curbs, leaves must be placed right along the edge of the pavement. Crews will not collect leaves piled more than one foot from the edge of the roadway.

The agenda lists no ordinances for first reading, second reading or emergency action, and no old business.

How to weigh in

The Council meeting begins at 7:00 PM on Monday, November 2, 2026. The agenda does not name a meeting room. The September 8 study session minutes list the Municipal Building at 333 Bohanan Drive as the location of that session.

A live broadcast for viewing only is available through the Zoom app at https://us02web.zoom.us/j/85288834157 (Meeting ID 852 8883 4157). The one-tap mobile number is 1-305-224-1968, then 85288834157#.

The agenda has a Comments from Interested Citizens item. It does not spell out the rules, but the September 8 minutes describe how the item was run. Speakers state their name and address for the record, wait to be recognized, and address their comments to the presiding officer. Under Ordinance 84-01, no one may speak longer than five minutes on the same matter until everyone else who wants to speak on it has had a turn. The period is for statements rather than back-and-forth questions, and personal attacks are not permitted.
